CEO Gaither Stephens to keynote 2027 Kansas Summit to End Homelessness
I'm honored to share that I'll be serving as a keynote speaker at the 2027 Kansas Summit to End Homelessness, April 20 to 22 at the DoubleTree Hilton in Overland Park, Kansas City. We'll be diving into some of the biggest challenges facing homelessness response systems today: Upstream drivers of homelessness, the underlying conditions that push people into housing crisis in the first place. Prevention and system inflow, intervening before people enter the homeless response system. Built for Zero and system flow concepts, applying proven frameworks to move people through the system efficiently. Public narratives around homelessness, how the stories we tell shape policy and community response. How data can help communities respond more effectively and compassionately, using clear information to drive better decisions for the people who need them most. Kansas is doing some very interesting work around statewide coordination, prevention, and data driven homelessness response, and I'm looking…

How America Cut Homelessness in Half
Between 2010 and 2024, the United States cut homelessness more than in half for one specific population while the rate for everyone else went up. The population that fell is veterans. The population that did not is the rest of the country. The argument is not really about which intervention works. The interventions are well studied. The argument is about who we have decided to help. Once that is settled, almost everything else is downstream. This piece walks through what the veteran trajectory actually proves: the funded portfolio (HUD-VASH, SSVF, GPD), the case management ratios, the wraparound stack, and what those numbers tell us about Housing First when funding is real. It also takes on the silver-bullet trap and treats homelessness as the queueing problem it actually is: inflow, outflow, duration, recurrence. Read it here: gaitherstephens.substack.com New Substack article: Between 2010 and 2024, the United States cut homelessness more than…

Homeless Newsletter April 2026
Open the newsletter → April. The temperature climbs. The encampments that were hard to ignore in February slip back behind buildings, into bus stations, into the spaces nobody takes a photo of. The crisis does not thaw. The visibility does. The big number we report once a year is just the puddle that became visible. The drip upstream has been going the whole time. We have built a national accountability system that assigns responsibility to the only actors without the power to change the outcome. We drew the system boundary around the last place people land, not the systems that pushed them there

Gaither Dynamic at the CSH Technology Convening
Earlier this year, as CEO of Gaither Dynamic, I joined a small group of supportive housing leaders, HMIS experts, and technology partners at a CSH-hosted working convening on how AI and digital tools are shaping the field. CSH has now published the summary of that conversation as the inaugural post in its new Tech Corner series, and thanked the participants. Gaither Dynamic is on the list: Read the CSH Tech Corner convening summary→ On the back of that work, CSH has also opened a grant opportunity for the field. Up to four supportive housing operators, CoCs, or HMIS lead agencies will receive awards of $25,000 to $50,000 to run six-month technology pilots. Applications are due May 15, 2026. Homeless Newsletter March 2026
Open the newsletter → Spring is here, and with it comes a shift. The winter headlines about overcrowded shelters and people freezing on the streets will fade. The temperatures rise, the tents become less visible, and the public moves on. But the people don't. They're still out there. The crisis doesn't thaw with the snow. I've spent the last several months building something I believe this field desperately needs, and this newsletter is where I'm going to walk you through it. But before I show you what I built, I want to make sure we're all starting from the same foundation

What If We’re Measuring Homelessness Wrong?
We count people experiencing homelessness once a year and wonder why the numbers never change. But what if the count itself is the wrong metric? In my new article, I break down why the Point-in-Time Count is a photograph of a river, it shows you the water level, not whether it’s moving. Communities house people every single day. And every single day, new people fall in. The question isn’t “why isn’t it zero?” It’s “how responsive is the system?” If we want different results, we need different design. Introducing the National Homeless Performance Dashboard
We built the National Homeless Performance Dashboard (NHPD) because we believe every community deserves to see its own data clearly. The NHPD is a free, public tool that visualizes HUD data from 2015 through 2024 for every Continuum of Care in the country. It covers HUD award amounts, HIC bed coverage, data quality, and every System Performance Measure and sub-measure. Select any CoC, compare it against national averages, state benchmarks, CoC category groupings, and more. Every measure includes trendlines and confidence bands so you can track not just where a community stands, but where it’s heading. We also built a CoC Lookup Tool directly into the page. Search by zip code, city name, or drill down by state, county, and city to find the CoC that serves your area, along with its contact information. The dashboard is free to use. If your CoC wants it locked to your community so…

Our CEO’s First Substack Article Is Live
“The Most Expensive Lie in American Housing Policy” takes on the “personal choices” narrative that has shaped how America responds to homelessness for decades. The article walks through the data on housing costs, wages, and the systemic forces that actually drive people into homelessness, and makes the case that the way we collect data at the national level is part of the problem. It also proposes a concrete fix. Read it here: gaitherstephens.substack.com

Homeless Newsletter February 2026
Open the newsletter → It’s been a brutal winter. Record cold pushed shelters past capacity. For a few weeks, the country paid attention to the people sleeping outside. Warming centers opened. Donations spiked. Now the temperatures are climbing, and so the attention fades. That’s how it works every year. The cold makes homelessness visible. The thaw makes it disappear. Not the homelessness, just the urgency. I don’t want us to look away this month. The conversation about why people become homeless hasn’t changed in decades, and it needs to

Housing First, Equity Always: Rethinking Homelessness Through Systems Thinking
Presented at the 2025 Person Centered Housing Options (PCHO) Annual Conference: e-Racing the Shades, Confronting Housing Inequities, Housing First, Equity Always explores how systems thinking reshapes our understanding of homelessness. Through powerful visuals and grounded storytelling, the presentation reveals how traditional “stairway to success” models often measure compliance instead of stability, and how the Housing First approach aligns compassion with data and evidence. By applying stock and flow system models, it demonstrates why solving homelessness requires seeing the entire system, not just individual circumstances. The session connects real data, empathy, and design to show how smarter, fairer systems can transform housing outcomes and help communities create lasting change. Race, Rent, and Power: Exposing the Systems That Shape Housing Inequity
Presented at the 2025 Person Centered Housing Options (PCHO) Annual Conference: e-Racing the Shades, Confronting Housing Inequities, Race, Rent, and Power examines how these three forces intertwine to shape nearly every housing outcome in America. Tracing a line from redlining and exclusionary zoning to today’s rent burden and homelessness, the presentation reveals how inequity isn’t accidental, it’s designed. Through history, policy, and data visualization, Gaither demonstrates how inequities leave measurable evidence and how visualization turns that evidence into actionable insight. The session concludes with a live walkthrough of the Racial Equity Dashboard, a tool that makes disparities visible in real time and helps communities turn awareness into accountability. Once inequity is seen clearly, it can’t be unseen, and that’s where change begins. Use ChatGPT to write your mission and vision statement: Part II
How to use ChatGPT to write mission and vision statements for your organization In Part I of this series I covered the basics of getting started with ChatGPT. In this Part II I want to walk through one practical, high-leverage use that social-service organizations can apply almost immediately: drafting a mission statement and a vision statement. Most nonprofits I work with put off this exercise for years because it feels like the kind of thing that needs a half-day strategy retreat. ChatGPT doesn't replace the retreat, but it gets you to a 90%-there first draft in about ten minutes, and that draft is something a board can react to and refine. Setting up Head to chat.openai.com and sign in or create a free account. The basic chat interface is enough for everything below. Why prompt detail matters The power of ChatGPT comes from knowing what to ask and how to…
